Fishers group joins signature drive scrapping Rice Liberalization Law
Manila, Philippines – The fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA) joined the kick off petition signing activity in Quezon City to repeal the Republic Act 11203 Rice Liberalization Law, that brought about unprecedented depressed farm gate prices of palay to as low as P7 per kilo. It was led by Bantay Bigas rice watch group and Amihan peasant women group. PAMALAKAYA’s National Chairperson Fernando Hicap was the representative of Anakpawis Party-list, who opposed the earlier versions of legislative measures that were filed during the 16th congress at the House of Representatives that aimed to replace the quantitative restrictions on imported rice with tariffication.
“Ang mga mangingisda ang tinuturing na ‘poorest of the poor,’ lampas ng 40% ang poverty incidence at ang arawang kita ay halos P170 lang. Kapag namatay ang lokal na produksyon ng palay sa bansa, siguradong, una kami sa mamamatay sa gutom dahil sa taas ng presyo ng bigas. Hindi totoong magmumura ang bigas sa pagbaha ng imported dahil ang mga negosyante, magtatakda lang ng presyong siguradong malaki ang tubo nila. Hindi sila charity o mga social worker na concerned sa mahihirap, higanteng tubo ang misyon nila sa buhay,” Hicap said in a press statement.
He vowed to carry out signature drive campaigns at fisherfolk areas, initially in Cavite, Bulacan and Zambales, where major issues are hounding the communities such as reclamation projects and Chinese aggression in the West Philippine Sea.
“Noong nasa Bikol ako, kapag mahina ang huli sa dagat ay nakikisaka ako sa mga palayan, at kahit papaano ay may napagkukunang pang-bigas na makakain. Sa ilalim ng Rice Liberalization Law, mawawalan ng kagyat na makukunan ng pagkain ang mga mangingisda at mga magsasaka. Papatayin sa gutom ng batas ang mga nasa probinsya,” he shared.
He said that President Rodrigo Duterte will earn the ire of millions of rice farmers in the country, as he was the one who signed it as law in February 2019.
“Mahigit 2 milyon ang magsasaka ng palay, at idagdag mo pa ang mga manggagawang bukid, ang rural population natin ay mahigit kalahati (55%), mahigit 50 milyon, halos 10 milyong pamilya iyan. Kapag sila ay nagalit dahil sa batas na iyan, si Duterte ang kawawa, maaari siyang mapatalsik ng ganyang karaming apektado. Kaya kung ako ang nasa puder, ibabasura ko ang batas na iyan dahil kung hindi mape-people power ako niyan,” he warned.
He then pushed the enactment of House Bill 477 Rice Industry Development Act (RIDA), which was filed by former Anakpawis Party-list Representative Ariel Casilao during the 17th congress.
“Ang RIDA ay makakaresolba sa krisis sa palay at bigas, tinutulak nito ang suporta sa produksyon, target nitong itaas ang presyo ng palay at ibaba ang presyo ng bigas. Ito ay para sa pambansa at demokratikong interes ng mamamayang Pilipino. Kabaligtaran ito ng Rice Liberalization Law na pumapabor sa dayuhang monopolyong trader ng bigas at malalaking lokal na trader ng bigas,” he ended. ###
